The essential link of the Cuban economic model is in the socialist state enterprise
The existence of oversized structures, increases in expenditure budgets, too many meetings and procedures, and an excessive centralization of functions, activities and approvals of business competence are some deficiencies that persist in the Superior Organizations of Business Management (OSDE), explained Marino Murillo Jorge, head of the Permanent Commission for Implementation and Development, during the recently held work meeting of Cuban President Miguel Díaz-Canel Bermúdez with the members of the government boards.
In this respect, and after learning that the function of the boards in which less results are obtained is to approve the strategic projection of development of the OSDE, the president considered it crucial to devote time to this aspect, “because otherwise we are stuck in time. Based on this longer-term analysis, investments are planned and new products and services are designed.
On that occasion, Díaz-Canel ratified that the essential link and the most important actor of the Cuban economic model is in the socialist state enterprise, which should be overturned and strengthened.
The Government Boards were created to supervise the functioning of the business system and play a decisive role in representing the interests of the State in the control of management. Murillo Jorge pointed out that the fulfillment of their functions consolidates the work in the analysis and approval of the distribution of profits in the business system, as well as the fulfillment of managerial indicators and the results of business management.
On the improvement of the state-owned company, which began in 2011 and continues today, it transpired that several policies are being studied or approved that foresee the expansion of faculties to the business system, including the creation of high-tech companies, science and technology parks and links between universities and companies, as well as the development of companies producing computer applications and services. The socialist state enterprise is the main subject of the national economy. It has autonomy in its administration and management; it plays the main role in the production of goods and services and fulfills its social responsibilities. The law regulates the principles of organization and operation of the socialist state enterprise.
