Cuban Parliament at the leading position in the presidential election
Havana, Oct 9 (Latin Press) The Cuban Parliament, the supreme organ of the Cuban State, is the main actor in the election of high positions in the country, including the president and vice-president of the Republic.
This will be the case on October 10, when the Parliament will also elect from among its deputies the president, vice-president and secretary of the legislative branch, who will occupy equal responsibility in the Council of State, whose other members will also be elected on that day.
The Council of State represents the Parliament between sessions, it executes its agreements and fulfills the other functions attributed to it by the Constitution and the law.
According to the Constitution approved in April, the Parliament represents all the people and expresses the sovereign will’. It is also the only organ in the Republic of Cuba with constituent and legislative power.
The Constitution provides that the Parliament is composed of deputies elected by the free, equal, direct and secret vote of the electors, in the proportion and according to the procedure determined by law.
The National Assembly of People’s Power is elected for a period of five years and may only extend it with the vote of a majority of not less than two thirds of the total number of its members.
This shall occur only in exceptional circumstances that prevent the normal holding of elections and for as long as such circumstances persist.
The Parliament is responsible for agreeing amendments to the Constitution, approving, modifying or repealing laws and submitting them previously to popular consultation when it deems it appropriate.
It exercises control of constitutionality over laws, decree-laws, presidential decrees and other general provisions.
Approve the principles of the system for directing economic and social development; discuss and approve the State budget and monitor its implementation.
Its attributions include agreeing on the monetary, financial and fiscal systems; establishing, modifying or extinguishing taxes and approving the general guidelines of foreign and domestic policy.
Likewise, it shall know, evaluate and adopt decisions on the accountability reports submitted to it by the Council of State, the President of the Republic, the Prime Minister, the Council of Ministers, the Supreme People’s Court, the Office of the Attorney General of the Republic and the Office of the Comptroller General of the Republic.
It shall also render accountability to the agencies of the Central Administration of the State, as well as provincial governments.
